To the National Planning Casework Unit: PROPOSED SUPERMARKET ON MEMORIAL STADIUM 12/02090
The Bishopston Society are concerned at the decision by the Planning Committee to grant permission for the new supermarket and would recommend that it is ‘called in’ by the Secretary of State for review prior to a final decision being made.
Our reasons for concern are as follows:
IMPACT ON THE GLOUCESTER ROAD
The proposed supermarket would have a highly negative impact on the trading environment on the Gloucester Road. Assessments prepared on behalf of the Council have predicted that the loss in trade would be 12% overall and as high as 19% for certain sectors. The Gloucester Road has been lauded as the ‘last High Street’ in the country and is already weathering the effects of the economic downturn. Quite frankly, opening the largest supermarket in North Bristol so close by is the last thing the independent traders on the Gloucester Road need at the present time. We are not convinced that the applicant’s assertion that the supermarket will create a ‘lift’ to the upper end of the Gloucester Road is correct, due to the broad spectrum of both food and non-food which will available from the supermarket and the distances involved.
TRAFFIC CONGESTION AND AIR POLLUTION
The volume of additional traffic generated by the supermarket on what are basically local residential streets will cause both congestion and a negative impact on air quality. The store is larger than Tesco Eastville which is sited on a motorway junction and still causes congestion. On the face of it, it seems obvious that the Memorial Ground, surrounded by dense residential streets on all sides, is not a suitable location for such a large supermarket.
PLANNING COMMITTEE PROCEDURE
The Planning Committee allowed Steve Cromer who is a shareholder of Bristol Rovers to remain in the chamber and furthermore to vote on the application. With such an obvious conflict of interest this is extremely bad practice.
We would ask that the application is ‘called in’ for review by the Secretary of State prior to a final decision being made.
